If you, for whatever reason, have been blocked from a site, you can create a new destination (change identity) without restarting.
In Java i2p, there is an option to do this after some inactivity (and maybe also some other way)
In i2pd, all ephemeral destinations are regenerated after you click reload config (if i remember correctly)

Restarting the whole router is not very good.

I use the i2p router,
you mean "Client tunnels for shared clients", but I found no menu to restart or start/stop it ?

http://127.0.0.1:7657/configwebapps
only offers to start/stop the webapps, but not the shared clients.

Here's what I meant about java i2p:

In i2ptunnelmgr (click "Local Tunnels" in the sidebar) there is a setting called "Close tunnels when idle" and "New Keys on Reopen", if you enable both of these, you will (should) have a new destination every time there has been no activity on the proxy for the specified amount of time.

I don't think the configwebapps page would help here.
